The Law of the Republic of Uzbekistan on "Science and Scientific Activity", " The Regulations on the Higher Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan" and the "Regulations on the Scientific Council Awarding Scientific Degrees" were established by the application of the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan and the recommendation of the Expert Council on Biological Research and Biotechnology of the HAC by the resolution of the HAC Meeting No. 1379 dated Desember 27, 2025.

03.00.07–“Physiology and Biochemistry of Plants”
3. Dissertation defense process
Dissertation defense procedure (step-by-step instructions, document submission, and deadlines).
The Meeting of the Higher Attestation Commission is held in accordance with the REGULATIONS “On the Academic Council for Awarding Academic Degrees”, approved by Resolution No. 239/3 of May 31, 2017.
1. When the institution where the dissertation was completed gives a positive conclusion on the results of the preliminary examination of the dissertation, the documents listed in Appendix 2 to these Regulations are submitted by the researcher to the Academic Council in electronic form to the organization where the council operates through the initially designated platform.
2. After the dissertation is accepted by the Academic Council for preliminary examination, it is sent to the Scientific Seminar.
3. The dissertation for the degree of Doctor of Philosophy (PhD) is subject to preliminary examination by the Academic Council within 2 months from the date of submission of the documents by the researcher, and the dissertation for the degree of Doctor of Science (DSc) is subject to preliminary examination by the Academic Council within 3 months.
4. After receiving a positive conclusion from the preliminary examination, the dissertation is sent to the scientific seminar by the secretary of the Scientific Council with a letter of recommendation from the chairman (or deputy) of the Scientific Council.
5. The dissertation is registered by the Scientific Seminar from this day and 2 reviewers are appointed from among the members of the Scientific Seminar or other specialists-scientists.
6. Reviewers, having familiarized themselves with the dissertation, submit their reviews to the scientific secretary of the Scientific Seminar within 15 days for the degree of Doctor of Philosophy (PhD), and within 1 month for the degree of Doctor of Science (DSc). The candidate must be familiarized with the reviews by the scientific secretary of the Scientific Seminar at least 5 days before the meeting of the Scientific Seminar.
7. The scientific seminar is organized in the form of a meeting. The agenda of the meeting is distributed to its members by the scientific secretary of the Scientific Seminar at least 5 days before the meeting and is published on the website of the institution where the Scientific Council operates.
8. After the dissertation work is discussed in the prescribed manner at the Scientific Seminar meeting, one or another conclusion is made in the form of “recommend the dissertation for defense” or “recommend the dissertation for revision” and this conclusion is adopted by open voting.
9. If a decision is made at the Scientific Seminar meeting to recommend the dissertation work for defense, the minutes of the Scientific Seminar are drawn up and the work is recommended for the next stage.
10. If at the end of the scientific seminar the dissertation is recommended to be revised, the Scientific Council shall return the dissertation to the institution where the work was completed with an official letter (the documents submitted by the researcher and the shortcomings indicated by the scientific seminar and proposals for their elimination are attached to the letter of reference). After the shortcomings indicated in the scientific seminar are eliminated, the dissertation shall be subject to preliminary examination by the institution where the dissertation was completed at least 3 months later, and in case of a positive conclusion on the results, the relevant documents shall be submitted by the researcher to the Scientific Council.
11. The dissertation shall be discussed at the scientific seminar within 1 month for the award of the degree of Doctor of Philosophy (PhD) and within 2 months for the award of the degree of Doctor of Science (DSc).
12. The dissertation must be accepted for defense by the Academic Council within 1 month from the date of submission of the positive conclusion of the Scientific Seminar on the dissertation and a decision must be made on this.
13. If the dissertation does not correspond to the specialties of the Scientific Council in its essence or is not completed by the researcher in accordance with the requirements of the legislation, the dissertation will not be accepted for defense by the Academic Council and the applicant will be warned about this.
14. The decision of the Academic Council to accept the dissertation for defense is considered accepted only if at least two-thirds of the members of the Academic Council participating in the meeting vote in favor of the positive conclusion of the Scientific Seminar by open voting.
15. The leading organization and official opponents are approved by the Academic Council after the decision to accept the dissertation for defense is made.
16. Within 5 days from the date of acceptance of the dissertation for defense by the Academic Council, the draft dissertation and dissertation abstract shall be sent by the Academic Council to the official opponents and the leading organization via a follow-up letter.
17. The Academic Council shall appoint official opponents from among the scientists conducting research in the field of the dissertation.
18. For the award of the Doctor of Philosophy (PhD) degree, 2 official opponents shall be appointed for the dissertation, one of whom shall be a Doctor of Science, and the other may be a Doctor of Science or a Doctor of Philosophy (PhD). 1 of the official opponents shall be a member of the Academic Council where the defense is being held.
19. For the degree of Doctor of Science (DSc), 3 official opponents are appointed from among doctors of science or professors, 1 of whom must be a member of the Academic Council where the defense is being held. In some cases, as an exception, 2 members of the Academic Council may be official opponents in agreement with the Academic Council. Official opponents must be employees of different organizations.
20. After reviewing the work, the official opponents submit a written review, copies of which must be submitted to the applicant by the Academic Council at least 5 days before the dissertation defense.
21. After the decision to accept the dissertation for defense and before the publication of the dissertation abstract, the Academic Council submits the following documents to the Academic Council for publication on the Academic Council website about the dissertation defense, as listed in Appendix 4 to these Regulations.
22. The Academic Council organizes an electronic examination of the dissertation and abstract during the normative and technical examination to determine the status of plagiarism. If any case (cases) of plagiarism are identified, the documents are returned to the Academic Council and the dissertation is removed from discussion.
23. After the announcement of the dissertation defense on the HAC website, the Chairman of the Academic Council shall grant permission to publish the dissertation abstract with the copyright and shall appoint a date for the dissertation defense.
24. The full text of the dissertation abstract shall be posted by the scientific secretary of the Academic Council on the website of the institution where the Academic Council operates, and shall be sent for posting to the educational information network "ZiyoNET".
25. The dissertation defense shall be held within 40 days after the announcement on the HAC website.
26. The meetings of the Academic Council shall be held under the chairmanship of the Chairman of the Academic Council. Before the opening of the meeting of the Academic Council, the draft of the Academic Council conclusion prepared by the Scientific Seminar shall be distributed to the members of the Academic Council.
27. The meeting of the Academic Council is considered competent when at least two-thirds of its members and at least 3 Doctors of Science (DSc) in each specialty of the dissertation being defended for the degree of Doctor of Science (DSc), and at least 2 Doctors of Science (DSc) and 1 Doctor of Philosophy (PhD) in each specialty of the dissertation for the degree of Doctor of Philosophy (PhD), participate in its work.
28. After the dissertation work is discussed by the Academic Council, a counting commission consisting of 3 people is approved to take into account the net results of the closed vote, and they formalize the voting results and read out the minutes drawn up by the chairman of the commission, and the conclusion of this commission is approved by the members of the council by open voting.
29. A transcript of the defense process will be prepared and sent to the HAC along with the documents.
Dissertation defense conditions (number of scientific articles, requirement for articles indexed in international databases).
To defend a dissertation, an applicant must comply with Chapter 3 of the Regulation “On the Procedure for Awarding Academic Degrees”, approved by the Resolution of the Presidium of the Higher Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan dated May 31, 2017 No. 239/4.
Requirements for the defense process (dissertation formalities, scientific ethics and transparency). The dissertation and abstract are formalized in accordance with the “Rules for Formalizing Dissertation and Dissertation Abstract”, approved by the Resolution of the Presidium of the Higher Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan dated March 20, 2015 No. 214/8.
Announcements and planned deadlines for dissertation defense. The announcement of the dissertation defense will be posted on the OAC website within 15 days from the date of submission of the relevant documents. The relevant documents will undergo regulatory and technical examination at the HAC and, if they meet the requirements, will be published.

The defense of the dissertation work of the basic doctoral student of the Chirchik State Pedagogical University Tursunova Nilufar Mo'ydinovna for the degree of Doctor of Philosophy (PhD) in Biological Sciences in the specialties 03.00.07 - "Physiology and Biochemistry of Plants" and 03.00.09 - "General Genetics" on the topic "Physiological characteristics and inheritance of morphological and economic traits of hybrids of the species Phaseolus vulgaris L." was held on 04.02.2025. Scientific supervisors: B.D., prof. R.M.Usmanov, B.D., prof. B.Kh.Amanov.
The defense of the dissertation work of Sattorov Muzaffar Soatovich, a basic doctoral student of the Chirchik State Pedagogical University, for the degree of Doctor of Philosophy (PhD) in Biological Sciences on the topic “Study of the influence of plum pox virus on some morpho-physiological properties of plants and its diagnostics” in the specialty 03.00.04 – Microbiology and Virology, was held on 07.03.25. Scientific advisor is B.D., Prof. Fayziyev V.B.

In addition to journals excluded from the list in 2019 based on the decision of the HAC, articles from journals equated to foreign journals based on the decision of the Ministry dated July 30, 2020 No. 87-01-578 are accepted.
Based on the resolution of the Presidium of the Higher Attestation Commission of the Republic of Uzbekistan No. 352/4 dated March 30, 2024, articles published on the basis of publications and databases issued from April 1, 2024, are not accepted from the "List of scientific publications recommended for publishing the main scientific results of dissertations of the Higher Attestation Commission of the Republic of Uzbekistan" (page 3).
