Council of Chirchik State Pedagogical University

The University Council is established in accordance with the relevant laws and resolutions of the Republic of Uzbekistan and operates under the chairmanship of the Rector. The Council consists of the rector, vice-rectors, deans of faculties, heads of departments, and representatives of public organizations; members are elected for a 5-year term.

Resolution No. 4358 of June 17, 2019 – "On measures to radically improve the system of training highly demanded qualified personnel and develop scientific potential at the National University of Uzbekistan named after Mirzo Ulugbek in 2019-2023"

Goals and Tasks

Goal: To raise the intellectual potential and the content of higher education to a qualitatively new level, train qualified personnel competitive in the labor market, increase the investment attractiveness of higher education, introduce a credit-module system based on international experience, and bring the University to high positions in international ratings.

Tasks:

• Ensuring the implementation of state education standards, curricula, and programs.

• Developing and monitoring anti-corruption measures.

• Discussing the implementation of programs for training qualified personnel and developing scientific potential.

• Analyzing and making decisions on educational, spiritual-educational, research, and international relations work.

• Conducting competitions for filling faculty positions and recommending candidates for the academic titles of "professor" and "associate professor."

• Recommending textbooks and study guides for publication.

• Recommending scientific works for State awards and candidates for membership in the Academy of Sciences.

• Considering the awarding of the title "Honorary Professor" to foreign scientists and specialists.

• Recommending young scientists for foreign internships, master's, and doctoral studies.

• Approving doctoral dissertation topics.

• Recommending gifted students for the Presidential and named state scholarships.

• Developing cooperation with employer enterprises and improving student internships.

• Establishing cooperation with foreign HEIs and academic mobility programs.

• Making changes to the University structure (opening faculties, departments, centers).

• Improving labor protection and safety conditions for students and staff.

Organizational Structure

The University Council is established under the chairmanship of the Rector. It includes the rector, vice-rectors, deans of faculties, heads of legal organizations, heads of public organizations, and student representatives. Other members of the Council, including heads of departments, are elected by secret ballot at the general meeting of the faculty. The number of members elected to the Council from the faculty staff is determined by the rector's order.

Term and Election Procedure

The term of office for Council members is 5 years. The proposal to re-form the Council after the 5-year term is included in the meeting agenda by the rector and approved by the rector's order. New members are added at the beginning of each academic year or as needed.

Organization and Agenda

The Council's work plan is developed based on proposals from vice-rectors, heads of departments, deans, and heads of departments and may be supplemented during the academic year based on new tasks. Issues related to Presidential Decrees and Resolutions, Cabinet of Ministers resolutions, and ministry orders are included in the agenda as a priority.

Document Submission

• Lecture texts, draft resolutions, and presentation materials on main agenda items must be submitted to the Council Secretary at least 3 days before the meeting.

• Materials on short or miscellaneous items are submitted at least 2 days before the meeting.

All items are included in the agenda with the consent of the Council Chair.
