The Center for Special Pedagogy and Inclusive Education under Chirchik State Pedagogical University is a structural unit specialized in the implementation and development of inclusive education within the higher education system. The Center’s activities are organized in accordance with the regulatory and legal framework of the Republic of Uzbekistan in the field of education, as well as the principles of Inclusive Education.
The main objective of the Center is to systematically organize inclusive education at the university level and to create a safe, accessible, and adapted learning environment for students with disabilities and those with special educational needs. To achieve this objective, the Center operates in the following priority areas:
- developing mechanisms for the implementation and advancement of inclusive education;
- providing pedagogical, psychological, and methodological support to the educational process;
- formulating proposals for adapting the physical, information-communication, and psychological environment;
- identifying the needs of students with disabilities and developing individualized support strategies;
- offering консультаtive and methodological services to faculty members, students, and parents;
- ensuring coordination and collaboration among various structural units of the university;
- monitoring and analyzing the inclusive education process and developing research-based practical recommendations to enhance its effectiveness.
Within the framework of its activities, the Center organizes seminars, training sessions, roundtable discussions, and scientific-practical events, with particular emphasis on fostering a culture of inclusive education. At the same time, the Center promotes the widespread implementation of principles such as individualization, flexibility, and equal opportunities in the educational process.
As a result, the Center functions as a systematic mechanism aimed at establishing an equitable, high-quality, and inclusive educational environment for all students at the university, while ensuring their academic and social integration.

A project implemented within the framework of the Pedagogical Education Innovation Cluster of the Faculty of Pedagogy of Chirchik State Pedagogical Institute for 2021–2025, in collaboration with State Multidisciplinary Specialized Preschool Educational Organization No. 30, entitled “Improvement of the Methodology for Comprehensive Preparation of Preschool Children with Disabilities for Inclusive and Specialized School Education.”
A well-designed program for 2021–2025 entitled “Improvement of the Methodology for Comprehensive Preparation of Preschool Children with Disabilities for Inclusive and Specialized School Education under the Conditions of an Educational Cluster.”
At Chirchik State Pedagogical University, an Inclusive Education Center was established with the purpose of training special education specialists, creating a practical training base for students, and providing quality education and corrective support to children with special needs. The Center was also established to promote the development of inclusive education, conduct scientific and methodological activities, and foster effective collaboration among students, teachers, and parents.

In 2025, F.U. Fayziyeva conducted a training on the topic "Involving children with visual impairments in inclusive education" for students of the 2nd year of the Typhlopedagogy department. During the training, the students were introduced to the current importance of inclusive education, the conditions created for children with visual impairments in inclusive education, the tasks of primary school teachers, special educators, and psychologists, and a lively question-and-answer session was held with the students.


In 2022, the project "Child Health in Inclusive Education" was developed by Sh.Kh.Kobilova.

The project "Comprehensive preparation of preschool children with disabilities for inclusive education and specialized school education in the context of an educational cluster" was developed by Kh.Sh. Yunusova.

The project "Art Technologies in Inclusive and Remedial Education" was developed by I.Q. Sayfullayeva.

Sh.N. Ibodullayeva developed a project called "Pedagogical Desantura" to help children who need special assistance studying in general education schools, and students with low learning abilities were assigned to schools.

In 2023, Sh.Kh.Kobilova developed the motivational project "Limitless Opportunities - Unique Abilities".

Work carried out in the 2023s under the project "Pedagogical Decent Work", developed by Sh.N. Ibodullayeva.

In 2024, the social project ‘Unlimited Opportunities – Unique Abilities’ was developed by Sh.Kh. Kobilova

2025 – “WE ARE ONE – ALL OF US ON ONE STAGE”
With the aim of promoting equality in society and building an inclusive community based on shared values, various awareness campaigns and seminars were organized within the framework of the project “WE ARE ONE – ALL OF US ON ONE STAGE” at School No. 2 located in Chirchik city, together with a group of active students, based on the principle “We must understand their needs.”
An essay competition entitled “WE ARE ONE – ALL OF US ON ONE STAGE” was also organized.
The “School Under the Open Sky” mobile social project is considered an innovative initiative aimed at the development of inclusive education. This project has been implemented since 2021. It is organized in general secondary schools by the professors, teachers, and students of Chirchik State Pedagogical University (CSPU) and serves to actively engage children with special educational needs in the learning process, enhance their social adaptation, and ensure equal educational opportunities.
Within the framework of the project, students’ interest in learning is increased and their communicative and social skills are developed through lessons conducted in open environments, interactive activities, and corrective-developmental sessions. At the same time, the project serves as an important platform for enriching the practical experience of pedagogical staff, testing modern inclusive methods, and introducing them into the educational process.
During the 2021–2022 academic years, the “School Under the Open Sky” mobile social project was conducted with 280 children in need of special support from 42 local communities (mahallas) in the Urtachirchiq district and Andijan region.
During the 2022–2023 academic years, the project was implemented in the Bekobod district and Chirchik city, involving 96 children in need of special support and their parents.
During the 2024–2025 academic years, the project was conducted in the Parkent district, involving 61 children in need of special support.
During the 2025–2026 academic years, the project continued in the Parkent district, involving 87 children in need of special support.
Accessible and Barrier-Free Environment for Students with Disabilities and Special Educational Needs
Opportunities for free and safe mobility within the campus area have been created for students with disabilities and special educational needs through the establishment of a barrier-free environment at Chirchik State Pedagogical University (CSPU).
Campus Accessibility:
Educational buildings, classrooms, and infrastructure have been equipped and adapted to meet the diverse needs of all students, ensuring comfortable and inclusive learning conditions.
Dormitory Accessibility:
Comfortable living conditions have also been created in student dormitories for students with special needs, including adapted rooms, appropriate sanitary and hygiene facilities, and convenient access and entry conditions, ensuring accessibility within residential campus facilities.
Library Accessibility:
The university library contains 191 Braille textbooks, including учебные пособия, methodological manuals, and literary works designed specifically for visually impaired students.
Accessible Learning Resources:
Audio books have been developed for subjects taught to blind and visually impaired students, providing additional accessible learning materials to support their academic success.

On May 19, 2023, a bilateral meeting was held between the Rector of Chirchik State Pedagogical University, G‘ofurjon Isroilovich Muxamedov, and Sergey Barchenko, Director of the Tashkent Branch of the Herzen State Pedagogical University of Russia. The parties discussed the development of pedagogical education infrastructure and expressed mutual interest in establishing cooperation in the fields of art pedagogy and inclusive education, including the implementation of joint scientific research initiatives.

On February 27, 2024, an online meeting was held via the Zoom platform between scholars from Pendidikan University (Indonesia) and the team of Chirchik State Pedagogical University.
During the meeting, Indonesian professors expressed interest in the educational models prioritized at our university for shaping students’ personal development and enhancing their professional competencies. They also inquired about the measures being implemented to promote the development of inclusive education.
The activities of the Inclusive Education Laboratory at Chirchik State Pedagogical University, as well as the initiative led by the University Rector, Gofurjon Muhamedov, to establish the “Children’s Planet” educational area, attracted particular attention from the international scholars.

In 2024, the IV Russia–Uzbekistan Education Forum entitled “Educational Space of the Future: New Competencies, Innovations, Technologies” was launched in Vladivostok.
The event brought together rectors and representatives of higher education institutions from Russia and Uzbekistan, as well as officials from relevant agencies and staff of scientific and educational organizations.
On the first day of the forum, Professor Feruza Kodirova and Associate Professor Ubayda Fayziyeva from Chirchik State Pedagogical University presented the university’s experience in organizing inclusive education.

In 2025, Professor Douglas K. Hartman from Michigan State University visited Chirchik State Pedagogical University. The main purpose of the visit was to discuss issues of mutual cooperation in the field of educational management.
During the meeting, Dean Jabbor Osarov stated that the faculty is engaged in training qualified specialists across various fields. He particularly emphasized the importance of international experience in the development of inclusive education and educational management.

In 2025, cooperation with Indonesia was established in the field of acquiring proficiency in Gestuno. It was emphasized that students of the Special Pedagogy (Sign Language Interpretation) program need to master Gestuno, an international sign language.
During the discussion, views were exchanged on the ongoing processes of training internationally competent pedagogical staff at Chirchik State Pedagogical University, including challenges and solutions related to enhancing students’ international competencies within the inclusive education system, as well as proposals for further improving this system.
