This is not an unusual situation. It is, in fact, the defining pedagogical challenge facing English language teaching in Uzbek universities at this particular historical moment. Since the 2019 Presidential Decree No. PF-5847 set out the ambition for Uzbekistan's Higher Education System to achieve international recognition by 2030, the expectations placed on university EFL students have been substantially raised.
